During a code-red public health emergency, a national health ministry had to coordinate across multiple Caribbean jurisdictions and England with no existing immunization registry. The population included residents, foreign nationals, and inmates, all requiring tracking across disparate hospital and insurer systems using different encodings and data standards. Vaccine inventory had to be precise: over-order and doses expired; under-order and shortages triggered federal and media scrutiny. New vaccine types were coming online constantly, and demand had to be actively managed through public initiatives.

Built a national immunization registry from scratch during a code-red public health emergency, coordinating across multiple Caribbean jurisdictions and England with no existing infrastructure.
Built a national registry from scratch. Implemented multi-stage data cleansing with fuzzy-logic matching and a source-quality scoring system to reconcile disparate feeds. Migrated from an initial prototype to a production database backbone. Developed a multivariate forecasting model that weighted historical usage against anticipated arrivals, new vaccine introductions, and shifting public-health strategy. Sat in weekly strategy sessions with the Chief Medical Officer and senior government figures to align data outputs with policy decisions.
A functional national registry where none had existed. Wastage dropped dramatically, adherence rates increased, and the ministry maintained accurate inventory through the acute phase and a two-year normalization period. The data infrastructure outlasted the emergency and became the backbone of ongoing immunization policy.
